The Structure of the Bodies of the AIFC, §9(14): the Governor recommends judges "to the Council"

Under Article 13(3-1) of the Constitutional Statute the Chairman and judges of the AIFC Court are appointed by the President on the Governor's recommendation; the AIFC Court Regulations say the same. §9(14) of the Structure of the Bodies (as of 1 July 2021) says that the Governor recommends to the Council the persons to be appointed as judges, wording that predates the 2017 amendment of the Statute.

Proposed correction

Please clarify the role of the Council in §9(14), consistently with appointment by the President on the Governor's recommendation.
