The definition, adopted with Amendments No. 21 (in force 13 October 2025), excludes "any of the activities specified in paragraph 21 (3) Schedule 1 of GEN". Paragraph 21 has no sub-paragraph (3); the same package of amendments moved the exclusions to paragraph 21-1.
